The Proposed Abolition of the UGC

The Modi government is bringing in legislation to abolish the University Grants Commission and replace it with Higher Education Commission of India. The composition of the HECI and the advisory council along with the fact that funds will be provided by the HRD ministry is a strong indicator of political interference in the country’s academic life.
The Budget and education

The thrust towards privatization in Budget 2018-19 is evident in the pattern of education spending, which has been brought down to less than 3.5 percent of the government budget, against a promise of 6 percent in the 2014 electoral campaign. So, any real changes are clearly expected to be financed by private participation, implying declining spread, reduced access, and increased inequality.
Foreign Aid or Aiding the Foreign?

Passing of modified draft version of the Foreign Educational Institutions Bill by the Union Cabinet has raised certain questions with protagonists and opponents expressing a range of views on the subject. While there is a fear that the process underway is one of creating a window for foreign players and then changing the rules in their favour, question is also raised whether the implementation of the Bill amounts to skewing further the inequality in access to higher education.
A Foreign Hand for Higher Education

While considering demands from more well-to-do sections in the country for domestic access to the services of foreign educational providers, the government needs to assess the private and social benefits of acceding to this demand after taking into account the social costs that such a policy may entail. Making a commitment under GATS could tie the hands of the government.
