Ruling Classes and Concern for the Poor*

The
pandemic and the associated lockdown meant a drop in
GDP and tax revenue both in the West and in India. However,
there is a world of difference between the support provided
by the two governments. The fiscal packages need to
be examined to discover the scale of discretionary fiscal
support for the poor.
