the global minimum tax proposal in the finance minister's
communique before the G7 summit is a step forward, it
is disappointingly short of what is needed and possible.
Yet it caught the media's almost-undivided attention,
because it speaks of a new effort by the richest nations
to transform fiscal rules in search of revenues.
